On 06/07/2015, provisional measure was sent to the National Congress to avoid firms by companies in financial difficulty. The measure, named by the Federal Government of Employment Protection Program (PPE), will allow temporary reduction of the working day and salary by up to 30%.

According to the program, the reduction of the journey and the salary must be approved in meetings with unions to be implemented. Although Federal Constitution does not allow the reduction of labor rights, agreements by collective bargaining are fully applicable. For this reason, MP does not affront the Federal Constitution, only authorizes and creates mechanisms for the implementation of the agreements.

The measure still predicts that the union is complemented half of the salary loss by using the worker's support fund (FAT). Thus, for example, an employee who usually receives the salary of R $ 1,000 may, by negotiation, have their journey and salary reduced by up to 30%, receiving the company from R $ 700.00. With the use of FAT, the Union may afford another financial contribution (until half), making the worker receive, in such a hypothesis, another $ 150.00, totaling a salary of R $ 850.00.

In this first stage, the provisional measure will be expected until 31 December 2016 and may be extended for another 6 months and the period of adherence of companies will be until December 2015. In contrast, during this period, participating companies can not fire Your employees. To define which sectors and companies will be able to participate in the PPE, the Federal Government has created an interministerial group in order to disclose information about the criteria for participation.
